Placement Date Sync Functionality

The Placement Date Sync feature now connects properly with ATS event subscriptions, despite a recent change in error handling. The system now attempts to recreate event subscriptions after any error from ATS, ensuring placement date changes sync properly between systems.

Previously, when no event subscription was found, Onboarding365 expected a 404 error code to trigger the creation of a new subscription. However, when ATS updated to return a 400 error code instead, the system would fail rather than create the needed subscription.
